County Puts $1.2M Toward Stopping Flooding At This Westchester Locale: 'Greatly Needed'

Efforts to combat flooding at a Westchester locale are gaining momentum, thanks to a $1.2 million bond act and a partnership agreement signed by county officials.

The funds will go toward a $2.4 million effort to combat flooding at Law Memorial Park, located next to Trump National Golf Club in Briarcliff Manor, Westchester County officials announced on Tuesday, Jan. 21. 

The multi-million project aims to alleviate recurring flooding in the area, protecting residents and infrastructure from the impacts of extreme weather, officials said.

The initiative, part of the County’s Storm Water Management Law (SWML) program, will include significant improvements to the park’s drainage system. Planned upgrades involve enhancing two portions of the park’s basin, installing advanced drainage infrastructure along Pine Road to reduce runoff, and adding an outfall from the park’s pond to prevent flooding. These measures are designed to enhance safety and resilience in a community that has faced ongoing challenges from severe storms.

"Westchester County is leading the charge in building a future that prioritizes safety, sustainability and resilience," said County Executive Ken Jenkins, who added, "By partnering with Briarcliff Manor on this flood mitigation project, we address a long-standing issue and ensure that residents and local infrastructure are better protected against future flooding.”

The county will contribute 50 percent of the project’s cost through the bond act, with the remaining funding provided by Briarcliff Manor and other sources. The village will oversee construction and has agreed to provide the county with an easement on the project site for the bond’s 30-year term.

Briarcliff Manor Mayor Steven Vescio praised the partnership, highlighting the project’s benefits for the community:

"The county’s involvement and support for this project has allowed these greatly needed infrastructure improvements to become a reality," he said, continuing, "The new outlet that will be installed from the pond will ensure that the village pool isn’t damaged from large storms events, preventing recreational shutdowns and costly repairs. With drainage installation on Pine Road, the regular flooding impacts on residents’ properties due to stormwater transversing the surface will be mitigated."

Flood mitigation has been a cornerstone of Westchester’s long-term capital strategy, with over $116 million allocated to stormwater management projects across the county, officials added.
